The email nobody sent

Sending emails was banned at the ministry. Since then, papers travel from office to office, and one of them never arrived. Some clues in this case come as riddles. If one stumps you, a hint will solve it. Not every row and column has to be occupied.

Suspects

• Berta, the secretary: She prints all the minister's emails and files them on paper, for IT security.
• Camila, the press officer: She denies the news before reading it. It saves time.
• Dimas, the courier: He carries papers from one office to another. Since emails were banned, he's never been so busy.
