The licence is on its way

The pool already has water, lights and a slide. The licence, the owner insists, has been on its way since 2019. Some clues in this case come as riddles. If one stumps you, a hint will solve it. Four people and one piece of evidence: one person per row, one per column. Whoever is left alone with it in the same room is the one you're looking for.

Suspects

• Adelino, the owner of the villa: He says the pool is an irrigation tank. You can get very well irrigated in there.
• Belmira, the council inspector: She comes every year to check the pool is still there. It always is.
• Cândido, the licensing officer: He's had the licence file on his desk since 2019. The desk has been replaced twice, the file hasn't.
• Doroteia, the neighbour upstairs: She can see the pool from her balcony. She says she only sees it because it's next to the washing.
