Restructuring or breach of trust
In the middle of the scandal, the reorganisation of SIRESP, the emergency radio network, got two readings: restructuring for some, breach of trust for others. While they argued about what to call it, someone was left alone with the evidence in the communications centre.
Suspects
- Adalberto, the radio operator: When the network fails, he's the one who calls from the landline to say everything is operational.
- Belinda, the contract manager: She has renegotiated the network contract so many times she no longer knows which version is in force.
- Crisanto, the antenna technician: He goes up on the roof whenever there's a crisis. There's no signal up there, which is very handy.
- Dinarte, the outside consultant: He billed for a study on the restructuring. The conclusion was that another study was needed.
- Elvira, the technical director: She calls 'restructuring' what others call redundancies. She says it's just a matter of communication.
- Fábio, the firefighter on duty at the centre: He tested the radio three times. Each time he heard something different.
- Gabriela, the contract lawyer: She read the whole contract. She's the only one, and it shows.
- Humberto, the antenna supplier: He came to deliver an antenna. Nobody knows yet where it ended up.
