Direct award
Building works at a National Guard post, awarded without a tender, in a hurry and with no questions asked. The person who tried to stop it has already been sacked. That leaves a piece of evidence and eight people with a lot to explain. Almost nothing is said directly: you'll have to cross everything.
Suspects
- Albano, the post commander: He asked for building works twelve years ago. They all arrived at once, without a tender.
- Bela, the site engineer: She signs the measurement reports without measuring anything. She says she has a good eye.
- Casimiro, the builder: He won the contract with no competitors. He calls it merit.
- Deodato, the contract inspector: He inspects the works from his own office, fifty kilometres away.
- Eugénia, the ministry lawyer: She wrote an opinion saying the direct award was legal. Then she wrote another saying maybe not.
- Feliciano, the site foreman: He started the works before there was a contract. He says it was just to get ahead.
- Graciete, the builder's accountant: She has all the invoices in order. In several orders, depending on who's asking.
- Hélio, the guard on duty at the post: He opened the gate to everyone. Nobody showed him any paperwork.
