The most urgent direct award in the world
The contract was a direct award because it was urgent. It was so urgent that nobody yet knows what it was for. Some clues in this case come as riddles. If one stumps you, a hint will solve it. Eight people and one piece of evidence, one per row and one per column. Almost nothing is said directly: you'll have to cross everything.
Suspects
- Anselmo, the businessman who got the contract: He won the tender without bidding. He says it was on merit.
- Beatriz, the ministry lawyer: She wrote the opinion saying it was urgent. It took her three months.
- Caetano, the secretary of state: He signed the contract on a napkin, for urgency's sake. The napkin was filed.
- Delfina, the accountant: She did the sums on the contract and got a hundred thousand. Then she got a hundred and ninety.
- Emanuel, the outside consultant: He was hired to assess the contract. By direct award.
- Flávia, the archive clerk: She files everything she receives. The contract reached her before it was signed.
- Gustavo, the ministry driver: He carried the contract from one office to the other. He says it was blank when he picked it up.
- Henriqueta, the opposition MP: She asked for the contract for the fourth time. She got the first page.
